Sure, it's very easy. All you do is cast on 32 st. Then knit 20 rows. Then k2, p2 for rows 21-24. Then do it all over again 10 more times. Once you've done that knit 20 more rows and then bind off. Cut 48 10" strands from the yarn you used to make the fringe. Using 2 strands as one, with a crochet hook push loop through knitting and then pull ends through loop to secure.

Oops forgot that part, hehe. I used size 10 which is what the pattern called for.
